Primary Purpose:
Has overall responsibility and authority to manage the real-time operations of the SDG&E electric transmission system. Directs and implements real-time actions to ensure the safe and reliable operation of that system and ensure compliance with NERC mandatory reliability standards. Has standing delegated authority from the Company's Officers per federal requirements to take whatever actions are necessary to ensure electric transmission system reliability. Such actions may include shedding of firm load to prevent or alleviate Transmission System operating emergencies.

Duties and Responsibilities:
  • Manages and directs other NERC Certified Transmission System Operators engaged in the reliable operation and control of the electric transmission system responding to system disturbances to minimize impacts.
  • Assures compliance with NERC, WECC, CAISO, and other regulatory agency mandatory reliability operating standards and criteria.
  • Responsible for the SDG&E activities associated with the electric transmission system, including, but not limited to, monitoring and control, review and approval of transmission outages, authorization of field work, and responding to emergency situations.
  • Conducts and analyzes operating studies, utilizing advanced applications, to monitor and ensure system reliability and anticipates and reacts to contingency risks for unscheduled transmission events or requests.
  • Manages operating activities, coordinating with the CAISO and other interconnected transmission entities to ensure compliance with all standards, policies and operating procedures applicable to the SDG&E system.
  • Consistently monitors system conditions in preparation for implementing and managing system emergency and restoration efforts in the event of significant disturbances, including those that result in partial or total electric system shutdown.
  • Is the Incident Commander (IC) during such transmission system events.
  • Directs load and system restoration after system disturbances in coordination with the CAISO, other Transmission Operators and Balancing Authorities, PEAK Reliability Coordinator, local generation, and Distribution Operations.
  • Directs emergency switching operations involving the shifting of loads and shutdown/startup of facilities. Prioritizes the deployment of field crews in order to maintain or restore electric service.
  • Adheres to and enforces Union contract.
  • Interfaces directly with outside reliability agencies (North America Electric Reliability Corporation (NERC), Department of Energy (DOE), California Independent System Operator (CAISO), PEAK Reliability Coordinator (PEAK RC) and electric utilities (Southern California Edison (SCE), Arizona Public Service (APS), Imperial Irrigation District (IID), Mexico (CFE), San Onofre Nuclear Generating Station (SONGS). Communicates and coordinates daily transmission system operations with the CAISO. Distribution Operations and other interconnected transmission entities as appropriate.
  • Analyzes load forecasts, generation resource adequacy, and schedules outages to ensure grid reliability and adapts plans to address current day situations as necessary.
  • Supports the development of standard operating procedures as a Subject Matter Expert.
  • Adheres to and supports Grid Control Standards, Policies and Procedures to ensure system reliability and compliance with mandatory federal standards.
  • Adheres to and supports SEU Safety Policies and Programs.
  • Supports the hiring and promoting of subordinate employees; trains subordinates; assigns, directs and reviews their work.
  • Prepares and maintains related records and reports, attends business meetings, committees, and workshops on behalf of Grid Operations.
  • Performs other duties as assigned.

    Requirements
    Required Qualifications:

  • A high school diploma or equivalent is required.
  • Must have knowledge of electrical theory and electric utility operations normally acquired through college level courses and/or an equivalent education, training and experience.
  • Must have a minimum of 7 to 10 years of directly related operations experience, such as power system operations, power plant operations, substation operations, and transmission operations.
  • Requires NERC Certification to the Transmission Operator level (must be completed prior to assuming own shift).
  • Must have the ability to achieve situational awareness and manage system contingencies and emergencies.
  • Must possess the ability to adapt and multi-task in a rapidly changing environment and be able to perform effectively under emergency and high-pressure situations.
  • Requires effective leadership abilities and the skill to organize a diverse team (operators, engineers, field personnel) in order to resolve emergency events.
  • Must have strong oral and written communication skills and a clear leadership presence.
  • Must be able to read and understand technical drawings and documentation.
  • Must have strong computer skills for monitoring and operating the electric transmission system and use other typical office applications.
  • Required to work rotating 12-hour shifts in an office-type transmission control center work environment and can be required to work extended shifts. Job can be high stress at time, particularly during system emergencies.
  • Must be able to distinguish colors and read small print.
