DESCRIPTION
The Department of Medicine (DOM) is the largest department within the UC San Diego School of Medicine (SOM) and is responsible for fulfilling its teaching, research, and clinical missions. DOM employs approximately 500 salaried faculty, nearly 200 academic appointees, and more than 300 residents, fellows, and postdocs, supported by almost 1,000 staff members. The Business Services Office (BSO) functions within DOM Administration and interfaces with data and individuals throughout the Department, SOM, campus, and Health System, regarding financial and operational matters.

Reporting to the Manager of Fiscal Affairs (MFA), the Financial Analyst 3 is responsible for coordination, management, and monitoring, of the departmental financial and operational systems and resources in the areas of academic and clinical operations, teaching, and research. With limited guidance, position leverages modern data techniques to review disparate datasets, create forecast models, and present data and results as actionable information. Financial review responsibilities cover approximately 20 medical-specialty divisions with an annual budget of approximately $200 million, as well as providing additional support for two institutes and a health service line.

In addition to other responsibilities as necessary and identified or assigned, the incumbent will support DOM financial and operational budgeting, analytics, and reporting; financial controls; and data analytics processes. With limited oversight under the direction of the MFA and in collaboration with other DOM personnel, the incumbent supports short-term planning, as well as development and implementation of policies and procedures for fiscal, administrative, and operational management for the department and its divisions. Incumbent must successfully collaborate with personnel to support the achievement of departmental and divisional goals and objectives. The Senior Financial Analyst will support the MFA in development of the financial, operational, and business analytics, reporting structure, aiding the growth and development of junior analysts and student employees.

This is a specialized position that has the responsibility for serving DOM as senior staff regarding complex analytical issues and topics:- Complete projects accepted form a diverse range of personnel, acting as a positive and contributing team member with strong professional commitment.- Act in a senior professional capacity possessing a high level of knowledge and recognized expertise.- Apply experienced skills to address and evaluate business needs, challenges, and complex issues to ultimately provide recommended solutions and support their implementation- Research, analyze, and evaluate financial and operational proposals and relevant policies, procedures, and regulations.- Actively participate in development and support of data and business analytics systems using common programming languages such as SQL/T-SQL and VBA.

Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

MINIMUM QUALIFICATIONS

Bachelor's degree in related area and / or equivalent experience / training.Three (3) or more years of relevant experience.

Thorough knowledge of finance policies, practices, and systems. Additionally, thorough knowledge of budgeting and reporting techniques, accounting, and bookkeeping.

Ability to independently gather required information to organize, and perform financial analysis assignments. Demonstrated ability to effectively and efficiently manage, with limited direction and oversight, the daily operations of a large, complex department comprised of specialized divisions responsible for numerous organizational missions.

Proven ability to effectively present information verbally and in writing in a clear and concise manner. Must have demonstrated ability to clearly and concisely convey technical information, both written and verbal, to a broad audience. Experienced with Microsoft Word, PowerPoint, and Outlook. Experienced in documenting results of reporting procedures, requirements, and reports, in a highly organized fashion both with internal collaborators and external stakeholders with minimal review and oversight.

Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Excellent mathematical skills. Excellent computer skills and working experience with computer software programs such as MS Office.

Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment. Ability to interact effectively and tactfully with individuals and groups at varying levels of authority. Thorough experience in academics or industry setting negotiating subjects of legal, analytics, audit, and/or financial significance.

Ability to adapt to changing priorities. Ability to multi-task. Ability to function effectively under pressure and cope with a variety of personalities with limited oversight and supervision. Experience under direction with crisis situations and proven ability to facilitate and resolve interpersonal conflicts.

Ability to function as a member of a team. Acts as a positive and contributing team player with strong professional commitment.

Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Knowledge and experience with standard financial management and database reporting tools.

Demonstrated working knowledge of financial, budget and payroll systems, or similarly complex administrative systems within a complex and multi-disciplinary institution. Ability to identify, interpret, and make decisions about many complicated anomalies. Thorough knowledge and experience in developing and successfully managing multi-specialty budgets including identifying variances and developing and implementing corrections to avoid or reverse deficit conditions. Applied experience with standard business policies; Government Accounting Standards (GASB); Generally Accepted Accounting Principles (GAAP), as required under GASB; Cost Accounting Standards (CAS); and OMB Uniform Guidance.

Solid understanding of financial and resource planning concepts as well as how to control organizational budgeting at the micro level. Demonstrated ability to project budget costs, coordinate multiple projects, adapt programmatic objectives to change in resources, and implement priorities as affected by budgetary issues.

Ability with limited direction and supervision to prepare and present materials to internal and external constituents. Experienced at presenting opportunities and information in a tactful and diplomatic manner, with consistency in exercising independent judgement and discretion in matters of significance.

Client services oriented; has good listening, communication, critical thinking, and analytical skills. Demonstrated ability to analyze, interpret and apply management principles, practices and techniques for a large, multi-discipline organization. Advanced analytical and problem-solving skills, with the ability to analyze situations, define problems, formulate logical conclusions, recognize alternatives, and recommendations, under limited oversight.

Proven ability to function effectively under pressure and cope with a variety of personalities.

PREFERRED QUALIFICATIONS

Knowledge of University Information Systems (IFIS, DSE, PPS, ISIS SQLDSE data and data warehouse structures; or Oracle ESR) as well as experience with standard Financial Management and Database reporting tools.

Lean / Six-Sigma Green Belt or above and/or equivalent experience/training.

Working ability to read and write several software programming languages, such as SQL/T-SQL, SAS, R Script, C#, Python, and/or VBA.

Knowledge of relevant internal databases, BI applications and tools. Ability to produce high-quality reports and documentation under limited direction and supervision. Ability to utilize SQL and MS Access databases, Tableau, Microsoft Excel, and other reporting software to analyze data and design and generate reports at an advanced level.

Pay Transparency Act:

Annual Full Pay Range: $59,700 - $124,300 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $28.59 - $59.53

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
