Community HousingWorks (CHW) is looking for an experienced affordable housing developers to join our Housing and Real Estate Development team. The ideal candidate will enjoy bringing strong project management skills to a professional mission-based organization, high on innovation, integrity and excellence. Candidates must have experience managing development of projects in California and must possess the following critical attributes:

  • Affordable multifamily housing development of projects in California
  • Financing and budgeting structure
  • California lending or investing in low income housing tax credit (LIHTC)

    Primary job responsibilities will be to plan, coordinate, implement and manage all activities related to the new construction or rehabilitation of existing affordable housing communities currently owned by CHW or potential new acquisitions. Candidates must have experience financing affordable housing with Low Income Housing Tax Credits, HOME, CDBG and other local, state and federal financial sources, experience in due diligence, leading architectural and engineering design teams, construction, and coordination with other CHW teams. This position reports to the Vice President of Housing and Real Estate Development.

    Essential Duties & Responsibilities:

  • Work with supervisor and senior team to successfully implement a development program for renovation or new construction, applying CHW design and construction standards
  • Manipulate and manage project proforma that has been developed by Director of Project Finance and/or Senior Project Manager, and perform financial feasibility and sensitivity analyses. Prepare and monitor project budgets, cash flow projections and project schedules.
  • Plan, implement and review all financial and physical due diligence needed to safeguard the organization's investments in real estate and corporate integrity, including surveys, title reports, Phase I and II environmental studies, market studies, rent comparable studies, energy studies..
  • Responsible for obtaining planning approval and all construction permits and approvals, and all wet and dry utility plans and approvals.
  • As assigned, represents the agency to stakeholders and the general public. With supervisor and senior team, strategizes and plans outreach to garner community support for projects. Prepares presentations including Power Point, attends and participates in community and government agency meetings as assigned and needed.
  • Research and secure funding sources to support construction and permanent loan phases for development. Prepares and submits funding applications including CDLAC, CTCAC, local funding programs, California HCD programs, and HUD project based Section 8 contract applications. Coordinates finance closings.
  • Implements the hiring of third party development team members and contract consultants appropriate to the subject project, subject to direction by Supervisor and approval by Senior Vice President of Housing and Real Estate Development. Strategizes and participates with supervisor in the negotiation, coordination and preparation of various development-related contracts.
  • In consultation with supervisor, seek legal review as needed. Manage budgets for legal assistance for individual project to minimize risk to the Agency and secure project financing.
  • In conjunction with supervisor and senior team, coordinate design process and develop operating budgets with Asset Management and Property Management company staff, needs and criteria.
  • On a day-to-day basis, manage the work of professional design, development and construction teams including architects, general contractors, engineers and other consultants, to ensure adherence to project budget and schedule, cost containment and quality control. Resolve related problems and concerns. Conduct and arrange regular construction site inspections and construction draw meetings. Personally inspect active construction projects not less than two times a month.
  • With Project Accountant, monitors project accounting and oversees contract payments and draws, lender and funder reporting requirements in a timely manner.
  • As required by Supervisor, prepares Investment Memo and progress reports to supervisor for review and use by the senior team, board of directors, board committees, and others as needed. Presents project issues as directed at Internal Review Committee (IRC).
  • Coordinate the lease up and transfer process with Asset Management and Achieve (resident services department) staff.
  • Supervise and develop one employee (Assistant or Associate Project Manager). Develop learning plans and manage day-to-day tasks.
  • Other tasks as assigned related to real estate development, policy development, organizational budgets, planning and administration.

    Senior Project Manager Education and Experience:

  • Bachelor's degree in urban planning, public administration, business, real estate or related field desired; Master's degree preferred.
  • Experience in real estate development of income producing properties, preference with multifamily.
  • Understanding of development terminology, design, entitlements and permits, construction, finance and budgeting.
  • Experience with low-income housing tax credit financing.
  • A minimum of seven years of experience on projects with a real estate development firm or related business.
  • Experience with lender or investor organizations can be substituted for partial experience.
  • Experience with development and/or finance of permanent supportive housing a plus.
  • Experience with occupied rehabilitations a plus.
  • Desired Qualifications: Spanish language ability a plus.

    Project Manager Education and Experience:

  • Bachelor's degree in urban planning, public administration, business, real estate or related field desired; Master's degree preferred.

    Other Work-related Requirements:

  • Evidence of ability to work legally in the United States.
  • Valid driver's license and regular availability of an insured vehicle to travel
